Signing the Memorandum of Guidance as to Enforcement of Money Judgments between the Supreme Court of the Union, the Republic of the Union of Myanmar and the Supreme Court of the Republic of Singapore

The Signing Ceremony of the Memorandum of Guidance (MoG) as to Enforcement of Money Judgments between the Supreme Court of the Union, the Republic of the Union of Myanmar and the Supreme Court of the Republic of Singapre is held at noon 2:45 at the Assembly Hall of the Supreme Court of the Union.

At the ceremony, the Union Chief Justice made his speech: while the MoG is not legally binding, this is a milestone development given that there are no treaties or other existing arrangements for reciprocal enforcement of judgments between two judiciaries; the Civil Procedure Code provides certain mechanisms for enforcing foreign judgments in Myanmar; the MoG mentions the conditions in which a judgment of one country can be enforced by a court in another country under the principle of reciprocity; and the practicable discussions and actions are to be followed  in order to implement the initiatives under the MoG after signing it.

Then, the Chief Justice of Singapore the Hon. Sundaresh Menon made his remarks. And then the two Chief Justices, the Chief Justice of the Union of Myanmar the Hon. Htun Htun Oo and the the Hon. Sundaresh Menon signed the Memorandum of Guidance as to Enforcement of Money Judgments between the Supreme Court of the Union, the Republic of the Union of Myanmar and the Supreme Court of the Republic of Singapore, and exchanged between them.

At present, there have been many investments between Myanmar and Singapore and expecting much more economic cooperation in the future. The MoG will facilitate the gap of one of the requirements of the investors in both countries by promoting mutual understanding of the laws and judicial processes and then it will enhance economic opportunities for Myanmar investors.

The Union Chief Justice, the Chief Justice of Singapre, the Ministers, the Union Attorney General, the Union Supreme Court Justices, the Chair and Secretaries of the Respective Committees of Hluttaws, the Ambassador of Singapore Embassy and its officials, the International Partner Organizations, the Permanent Secretary of the Office of the Union Chief Justice, the Director General of the Office of the Union Judiciary Supervision, Deputy Director-Generals, Directors were present.
